GARS Election of Annuitant Trustee


An election is being held for an annuitant trustee to represent GARS annuitants on the Board of Trustees of the General Assembly Retirement System, State of Illinois. Only GARS retirement annuitants receiving benefits before December 30, 2004 are eligible to vote in this election.

The following rules must be followed when casting your vote:

1. Voting must be made by mail only.

2. Mark your ballot for one candidate only by placing an (X) in the square before the name of the person you are voting for.

3. Your ballot must be received in the GARS office on or before February 1, 2005 for it to be counted.

Candidates for Annuitant Trustee of the General Assembly Retirement System

Honorable Philip W. Collins

Honorable Philip W. Collins served in the legislature from 1967 until 1983. He served as Minority Whip and Assistant Majority Leader, and also sat on various committees including the Personnel & Pensions Committee. He has also served three terms as a trustee of the General Assembly Retirement System.

Representative Collins is a veteran of the Korean War, and a graduate of Notre Dame with a major in finance. He is married, the father of four children, seven grandchildren, and resides in Springfield.


Honorable Robert M. Terzich

Honorable Robert M. Terzich was sworn into office in January of 1971, and retired from the Illinois House of Representatives after twenty years of service. He was a trustee of the General Assembly Retirement System and the Pension Laws Commission.

Mr. Terzich is seeking your vote to represent the annuitants and beneficiaries for their benefit entitlements.


Honorable David Harris

Honorable David Harris served in the Illinois House of Representatives from 1983 to 1992. During his time in the House, he served on the Personnel & Pensions Committee and the Economic & Fiscal Commission.

In 1999, he was appointed as the Adjutant General of Illinois and head of the Illinois National Guard. He retired as the first federally recognized Major General in Illinois since 1994.

Mr. Harris is seeking your vote to represent the annuitants and beneficiaries for their benefit entitlements.
